Airport theft of DDC machines won’t affect 2011 polls, says Zinox

Zinox Technologies says this week’s theft incident at the Murtala Muhammed International Airport (MMIA) will not impact the proposed voters’ registration ahead of next year’s elections in Nigeria with a reassurance that it “would deliver the 80,000 DDC Machines ordered by INEC on schedule, God willing.”
Zinox says it has prior contingency plans in place that made adequate provision for the incident resulting in theft of 20 units of machines to be used for automation of Nigeria’s voter’s registration exercise billed for January 15-29, next year.
“Therefore, the loss of 20 machines would not affect the ability of Zinox to deliver the 80,000 ordered by the Independent National Electoral Commission, INEC, nor would it affect the delivery schedule”, says the company’s Corporate Communications Adviser, Echika Ezuka, in a statement to Technology Times.
Zinox emerged top beneficiary of the contract by the nation’s election midwife, the Independent National Electoral Commission (INEC) for the supply of Direct Data Capture (DDC) to gather biometric details of Nigerian voters for next year’s national elections.
Based on INEC’s order, Zinox will supply 80,000 at $1,771.73 per unit; Messers Haier Electrical Appliances Corp Ltd is to supply 30,000 at $1,699.60 per unit and Avante International Technology Inc. to supply 22,000 units at $1,699.60 per unit.
Zinox made the reassurance in the wake of an incident this week in which some of the Direct Data Capture (DDC) sytems it shipped into the country through the Murtala Muhammed Airport were the target of a theft incident.
“We were alarmed when the Clearing Agents, commissioned to clear the first batch of the DDC Machines, reported on Tuesday 7/12/10, that the consignment had been tampered with. On further questioning we discovered that an entire pallet containing 20 machines was missing.
We promptly reported the loss to the Nigerian Customs and other relevant authorities for investigation and necessary action. That same evening we received calls from the media asking for a confirmation or denial of the report. By Wednesday morning the entire scene had acquired a larger- than-life image as security agencies and many well-meaning Nigerians began to probe who did it? Why? How? And When?”, says Ezuka.
According to Zinox, “When we accepted to supply 80,000 of the 132,000 units of the DDC Machines required to create a reliable database for the 2011 and future elections in Nigeria we were fully aware that the assignment would have deep national security implications. The Zinox Group, Africa’s most integrated ICT firm, has rich experience in major national project like the INEC Voters Registration Project and therefore prepared for such challenges as that we have just
experienced.”
The technology company adds that, “Through the years we have come to adopt the professional practice of making adequate provision for damages and theft while placing orders. In importation, loss could come from handling, climatic conditions or even poor regulatory conditions. The point being made here is that adequate provision has been made for marginal loss by our logistics arms while ordering the components of the DDC Machines. Therefore, the loss of 20 machines would not affect the ability of Zinox to deliver the 80,000 ordered by the Independent National Electoral Commission, INEC, nor would it affect the delivery schedule.”
According to the company’s spokesman, “The loss through theft of 20 DDC machines attracted so much public interest because of the fear that the stolen machines could be used to thwart the national objectives for free and fair elections in 2011. We appreciate these fears but we must quickly add that the stolen machines could not have been used for anything because they were highly coded and yet to go through the Zinox final certification in Nigeria assembling plant for configuration and integration. They would have been useless to anyone intending electoral mischief. We take this assignment very seriously and you must trust us.”
Zinox expressed its appreciation to government, security agencies, the media and well-meaning Nigerians for their condemnation of the theft and recovery of the stolen machines saying the “solidarity underscores the patriotic nature of this assignment.”
